We need to start a national conversation about social care and the Government needs to lead the way, says MP Norman Lamb.
Plans to allow local councils to increase council tax in order to fund social care are being considered by the Government. The plans come after warnings that increased pressure on the NHS could cause the system to fail.
Former health minister Lamb told Julia Hartley-Brewer that the biggest problem is that in "rich areas you raise much more money from council tax but in poor areas you raise less."
He also believes the Government must lead the way on improving social care and "the bottom line is the system needs more money."
